only those mods? in that order?

OP: honestly between the 3 i would go with exhaust, but you should think about upgrading the rider instead of upgrading the bike. take that money and invest it in gear or a msf class or a track day. i think it will be far better spent there.

I'd vote suspension..

That is unless, a lever is broken, or your exhaust is fubared. And make your own fender eliminator.

I agree with you there..
plus - the undertail kit is an easy self working project.

^^^^lol thats what i thought....
regearing your bike is ceaper than all of those, and the best bang for your buck. Go one tooth down in the front and it will wake that thing right up. But out of the three i would choose the levers.

An exhaust lever is what you put on your bike to make the exhaust sound louder or softer. DUH everyone knows that.

The exhaust will be the most expensive,

The undertail will only get you pulled over, rearended(if hard to see), and look good in pictures or at PP1 w a starbucks in your hand.

The levers would be something you can feel but Im sure the stock ones work pretty good.

As Joe mentioned, $25 suspension adj to your weight/riding characterists at Motorcycles Unlimited.
Check your gear, hit the track or gear up well and ride some backroads.

Levers. Its what I should've changed long ago on mine, but if you are comfortable with the stock ones exhaust. Or the best idea is getting it dialed in and upgrading your skills.
