Engaged while in neutral

ok so i had an accident while back and i am good to ride again so i just replaced my stator cover and some other things to make sure it still runs. low and behold the bike is engaged while in neutral, even with the clutch lever pulled. my lever was busted and i already ordered a new one that is coming with the cable. I'm wondering if my cable is that stretched or could it be something more serious? by the way i already tried adjusting it with the on the lever but not in the front sprocket cover. working on the bike right now, I'll see if i can find a solution. just thought i'd post up to see if someone has some input.
