Has anyone heard if there will eventually be track days at the Circuit of the America's when it's completed?

All I have been able to find in my limited searching, is that they plan to have Karting and Racing Schools.

I would think there will be. I mean after all its got major investors who expect it to make money and running a handful of major sporting events per year aren't going to pay the bills. However I will imagine they will be limited, restricted, and very expensive and I could also imagine penalty fees for crashing like at the Ring just because its such a new track and they have to keep such tight tolerances for things like F1 to be there.
