Don't know if there is a best "shop" but Roger at Phat Boys Tattoo on SW Houston is pretty good and quality work. Get him on a weekday and u can get good price too.

All but one of mine were done there the one not done there is the only one I don't like lol..

I know a dude laying down ink out of a ghetto house in pasadena. If the dog chained to the front porch let's you pass, you're good to go! You'll instantly gain street cred with his work because it looks exactly like prison tattoos, which is exactly where he learned. Prices are so low you'll forget how your tattoo looks in due time.
