clutchless pit bike problem

Hey guys Chrome dude here, I just bought my kids a used coolster pit bike without a clutch. When I put it in gear it starts rolling forward. I have another coolster with a clutch and it runs fine. Anyone have any ideas why the bike starts rolling when I put it in gear? I know my way around the garage but I. Not familiar with this kind of bike or issue.

either idles too high or clutch is smoked
