Before someone goes on to say this is just another Obama bashing thread, make note that congress approved the funding of this back in 2008 before he became president and before economy took a nose dive. However, since the economy did take a nose dives and Americans across this country have tightened their belts as a direct result, I don't think it's too much to ask for our government to do the same thing.

I would doubt that is security improvements, usually you are supposed to be able to trace where the money goes, if it is going into security it would be off the books.
