Presuming no, then presentation of an employer provided (or self purchased insurance) insurance card should be sufficient.
careful with this.

Cheaper health insurance will have exclusion for motorcycle accidents because riding a motorcycle is a "dangerous activity"

Did not know the sticker was not required. I was told differently.

If the sticker was required I could understand the hassle. But now knowing all you have to do is prove it when pulled over, it is pretty crappy what they are doing.

It appears to me that Austin knows the ROT Rally is coming up, and also knows that a lot of helmetless riders during that time are not legal, so they are cracking down on an easy target.

If you don't want to bother with getting the $5 sticker, whether required or not, then you leave yourself open to be harrassed, and pulled over to get checked out. Seems like a pretty simple option to me, if I ever felt the need to roll around without a lid.

It's all a game, if you don't like the rules, don't play.

fyi, even if wearing a lid, a cop can stop you and check if that lid is DOT certified. and of course while he's got you stoped he'll ID and go over your bike.

I have ZERO problems, getting stopped to have my information verified/checked. My concern and issue (presuming the OP post to be correct/accurate) would the officers giving tickets to riders who would appear/seem to be compliant (having MSF document and/or insurance card)
merely for the lack of having the sticker.

Mainly, it provides "probable cause" to pull someone over and check them for other things. Don't kid yourself we live in a Police State, and I am not only referring to TX....
