Beltway repaving? Its affecting the morning commute.

Whats up with this? I had to lanesplit through 3 miles of bad traffic.... is it only till that sign mentions ... ie 6/1, and why are they pouring asphalt over the concrete? Have covered 2 lanes for a section, that's it.

I'm curious, the roads been performing fine, and now its messing up my commute. (sigh: i moved there to USE the beltway and make the commute better, now look what I get!)
