Im taking off my carbs but came to a stop don't know how to take the throttle cable out help

loosen the nuts that hold the cable to a bracket, slide the cable out of the bracket, then follow the bare cable down to the eccentric and with slack slide the cylinder end piece to the side of the eccentric.

cleaning the carbs will be disaster.

Stupid kawi there's no bolt on the bracket its just a phillips screw which I have no idea how they bolt it on

Ok on the bracket instead of being a bolt it has a phillips screw in it and there's no way I can get it unless I bend 1/4 of a screw driver tip
