Need help! Have dirt bike problems

Ok so my brother was riding my dirt bike yesterday and he crossed the road on it or went a little ways on the road to another trail and got pulled over. they impounded it and took him to jail for reckless driving. Now I'm trying to get my dirt bike out of the impound but they are telling me that they won't let it go unless i have the title. Its a 99 rm250 and they guy i bought it from said the guy he bought it from didn't have the title. I've had several dirt bikes and never had a title. So how can I find out who has the title or who's name its in so i can get it signed over. I tried to pay auto check online and it still didn't give me the registered owner. the cops pretty much hate me out there and the wrecker guy is on there side so they aren't going to help me with this either. If i knew a lawyer that could help i'd go that route but my lawyer is out of town. can someone run the vin for me and find out the last registered person? Tell me what to do. I'm pretty sure these cops out here are crooked.

Seems like by the time you got the title signed over and registered and what not you'd owe more in impound fees than a 99 rm250 is worth
