No, he did not hit the car in the rear. Do not speculate without evidence to support. The car pulled out and blocked two (2) lanes of the road- meaning the car was perpendicular to the flow of traffic. As far as establishment of fault, well a little hard to avoid hitting something the darts out in front of you...
