you dont really need the tool. there are two easy way to do it and get good results.

1. put the bike on rear and front stand. start the rim tape and rotate the tire so you are basically putting the tape on with out ever moving your fingers.(moving the tape around the tire is hard and doesnt look as good) rotate the rim, not the tape!

2. this is a really good way but it takes alot more effort, and we all ride two wheels so effort is something we dont use. well at least not when speeding up.....
if you have the rim off the bike you can lay it on its side and i've found it works extremely well. downside is the effort part.

ditto, i only had a rear stand when i did mine.. the front was a little trickier bc i had to roll the bike forward for each new strip. not hard, just takes patience.
