I found this:

I'm not sure how many counties participate in this system:
DPS ask for DL and dob. 1 800 686 0570
they check for any failure to appear on records.

Harris County ask for name and date of birth
713 755 7676

On the link above you can all the 311 number listed and they will check for Houston.

Man this can SUCK!
I once forgot about a ticket and it went to warrant.
On a Friday afternoon after work I stopped, ordered and paid for a pizza. While it was cooking I drove a block down the street for a 6 pack. On the way back to the pizza I got pulled over, arrested and put in jail. Cop would not let me stop at an ATM to get the cash. Had no one to call. Spent the weekend in Harris county jail with some real quality peeps. Then got released at 3 AM downtown with no way home to Spring and my car in impound. Never even got to eat the pizza.
