I don't fully understand what you're saying here, but I think I get the gist of it.

I wouldn't kick anyone's bike over, that's a hoe move. There are people out there who might do it, though and I can't say I'd really feel sorry if it happened to someone wrongfully parking in a handicap spot.

I sure as **** would (and do) say something about it to someone I see doing it though.
