not sure what they use for bike's presumptive value, but you do need the form 130u along with the title. no bill of sale is needed.

signing someone else's name is illegal, but you get the idea. and the signatures have to match on the form and front and back of the title.

If the registration has not been kept current you will have to sign a statement saying that the bike has not been operated on public roads, or else pay a penalty. An odometer statement will also have to completed - in 2 places - one on back of the title and one on the application for title which also lists the sales price for tax purposes. And the days of putting down $200 or whatever for the sales price are over...........they will now look up the book value and use that to determine the tax bill.

Now make sure when you do go down to the court house to get the title in your name they will ask you the purchase date. If it is more than 30 days out there is a fine you pay. I watched a lady get a fine for this when i registered mine a while back. Tell them you just purchased it, Or you will have to pay the fine. Trust me its a healthy fine

My bike was almost the same exact way. Number 2 didnt change it from number 1. Title was signed, and everything, I had to have the 130-U, but for that what you can try to do if you are completely worried about it is send the original owner a letter stating that you want have title, and was wondering if he could fill out the 130 U. If that is possible. Or you could print one out and "fill it out". As for the expired registration, dont tell them about that. tell them you want to transfer title, here is paperwork and you need registration. Mine was expired when i bought it and i didnt pay any late fees.

I had to have the 130U when I registered my bike a few months ago in Galveston County. They would not change it over without it. Also, in the "price" area, put "gift" and pay a $10 tax vs. tax on the KBB (but I am not, in any way, advocating lying to the State...mine really WAS a gift.....sorta). And yes, they go by the State's version of the KBB when they figure taxes on a vehicle sale. There is no more of this "I paid $50 for it". If you want to dispute their estimated value, they have a form that you can take to a "dealership" for them to do an appraisal. Just remember, the dealership is also going to charge you for their appraisal. It might not be worth the $$$ to fight it.

I just registered mine around 4 months ago. I had to go back 3 times for various things that I was missing. They always found a new item I needed every time I went. Whatever you do.....DON'T go to the League City Tax Assesor's office!
