Isn't there going to be a toll at some point to ride on this?

Not for another year and not until they figure out how to not charge cars who have 2+ people in the car and an EZ-tag.

They don't even know how much to charge yet.

So is that to say that once they do enforce a toll, that will not apply to cars with 2+ passengers (including motorcycles)?

Only during "HOV hours" will 2+ and motorcycles will be allowed free.

The problem is, they have absolutely no idea on how to tell how many people are in the car without stopping the vehicle.

I went to one of those community meetings and according to the suit doing most of the talking, there's suposed to be a dude in those booths counting people to make sure. they also said there will be a "police presence"

I really got the feeling they have no idea what they're doing and they're kinda flying by the seat of their pants

On the I-45 HOV, they'll occasionally have a "police presence" counting people in the cars. It means traffic slows down to less than 5 miles an hour while he shines his flashlight in each individual car and counts the occupants. It completely eliminates the "reward" of moving faster in the HOV, and my commute ends up being quite a bit longer because traffic gets so backed up.

And nobody on it.

I rode past it and only saw a bus on it as usual.

I wonder if I'm the first to ride on I-10 HOV lanes this morning! There where nearly 5 cops on my way downtown.
