Question what makes a bike a motard?

So I have seen several threads in MH for motards. It seems like a lot of fun. My question is, what makes a bike a motard?
If I get a dirt bike and put some street wheels and tires, does that make it a motard?
Does it have to have a specific CC in the engine, etc.

I just recently got a Suzuki RMZ 250, what changes do I need to do into the bike in order for it to be considered as a motard?

tires and wheels for sure. Probably have to upgrade the brake system as well if your gonna run it on the track. Look at the gearing as well. You might have to gear it differently

I drool for the day I get my motard... I just can't figure out which one... though I really like the 690 SMC... but I wouldn't want to scratch it...
