they didn't make f4is in 99 so you have an f4 and those are carborated,so you wouldn't hear anything, make sure it's in neutal, is it wrecked?

Those are about it...

does it crank?

No---charge battery.

yes--- has it been sitting? fuel is pulled in through the jets bowl w vacuum, let it crank and put it on prime/pull the choke.

bike was sitting for about 2 to 3 months. battery is brand new. i put gas directly into the carbs. it started. till it ran of the gas i poured in. i think gas isnt getting from the tank to the engine. bike was also in neutral. so what should i do next?

Pull the choke... it will take a while for the vacuum to pull fuel through the carb bowls into the venturi. You can try cracking the throttle a little with the throttle, not alot cuz you dont want to lose vacuum. My 600 is carbed and is started once a month; takes about 10 seconds to get running. If its been sitting that long alot could have dried up.

if it sat too long with fuel in the carbs the idle jets may be clogged up and need to be cleaned. it usually will still start and run with the choke always engaged though.
