not sure about the GSXR but some bikes/cars stop sending signal if there is no load meaning if the pump is burnt or if there is no pump, so the best bet like they mentioned is check the relay, if the realy is not closing the circuit then there is a loose connection or the ECU is not sending the signal to the relay. And yes, you need the signal from tip sensor, kickstand or neutral to actuate the pump.

There is a relay along the right side rail, under the seat area; make sure that is plugged in as well.

BL/W is your power supply coming out of one relay and into the next, that eventually powers the fuel pump. Check for power here and then on the other side of the start/stop relay(R/W). This should be done backprobing the relay connection, but not necessary on the start/stop relay but required to do on the fuel cut off relay since there wont be power from the start/stop if its disconnected.
