Triple tree clamp bolt

Hey everyone, my question is can I over tighten the center bolt on my triple tree clamp? I do not have a torque wrench to measure. Plus I think my head bearings are bad, and I've read that some people just tighten it up to help. Any advise is appreciated.

not sure on your model, but they tighten up the castlated nuts under the triple to tighten the head bearing. But tightening those nuts will wear out the bearing quicker. Can you lift up the front of the bike and check for movement for and aft w the forks?
