2002 r6: Help me identify this problem *pics*

Went to look at a bike tonight and noticed this right away. It's located just below the handle bars and attaches to frame/front forks area.

I found out that the bike was originally a track/stunt bike that had a built motor in it. That was one was pulled and the original motor was put back it. Turned me away rather fast.
