This issue has been raised before and I think the law only says it must be near the license plate and clearly visible.
A lot of folks put it on the swing arm, but Azylums location is easy and gives them no reason to raise an eyebrow.

Texas Law states:
a) An inspection certificate shall be attached to or produced for a vehicle in the manner required by department rule.
b) The department shall:
1) require that a certificate for a motorcycle be attached to the rear of the motorcycle near the license plate; and
2) adopt rules with respect to display of an inspection for a moped.
My opinion..... "near" is pretty broad word.....is it an inch from the license plate or a foot from the license plate?
I mounted mine the battery box in front of the rear wheel.
