By the "blue one" do you mean the registration sticker that goes on the tag it self?
If so then the answer is you have to have a current registration sticker on the plate to be legal.

If you mean the inspection sticker then no, it only has to be visible and in the vicinity of the plate... I think.

I have it on the swingarm, and got pulled over by these two rookie (VERY young) cops that were total a**holes (no offense to any LEO's on here 98% of yall are cool as ). They gave me tickets for everything they could find (4 tickets in total) including an expired inspection (on the swing arm). Seeing as how they got me for everything they could and didn't give me a ticket for that I'm guessing its legal.

I have almost no bike experience, but going off of my automotive experience as long as the reservoir isn't empty you can just add break fluid with out bleeding it.

Brake fluid in bikes generally breaks down faster than fluid in cars, so it's a good habit of flushing the lines every year.

Since it's a Honda, any of the cheap will work. We ALL know Hondas are a lost cause, and that nothing can help them.

In all seriousness, any DOT4 fluid will work, but quite a few people use Motul RBF, myself included. It costs quite a bit more than most others though. I think I payed around $15 for mine. . . which is roughly enough to flush the front and rear lines twice(for me at least).

up to the cop and the judge if they want to tag you for it being on the swingarm and not by the plate.

..took a bit, but this is waht I found on the DPS site...

ATTACHMENT OR PRODUCTION OF INSPECTION CERTIFICATE.

(a) An inspection certificate shall be attached to or produced for a vehicle in the manner required by department rule.

(b) The department shall:

(1) require that a certificate for a motorcycle be attached to the rear of the motorcycle near the license plate; and

(2) adopt rules with respect to display of an inspection certificate for a moped.

as long as we can see it when we look at the bike.... it's no problemo... under the seat might get some chickenshit cops to write you...but i highly doubt it. as long as you have it somewhere on the bike, u shouldn't have a problem...although the safest bet is somewhere close to the license plate.
