Help needed reducing picture size in Vista !!

I've not long owned a laptop running windows vista.
I took some photos over the weekend whick I've downloaded into "my pictures".
How do I make them small enough to post on a forum ??????
96k I think is the posting limit.
I'm new to computers of any type so your help is appreciated.

When you open the pic, at the top of the screen is an edit or fix button...

or you can just upload to Photobucket or the like, and link from there

thanks texlurch,
I've got a fix button, which when I click on it gives me these options:
Auto adjust
Auto exposure
Adjust colour
Crop picture
fix red eye
Any advice from here ??
