Yes you can use it as a radar mount, it's how I have mine set up.
As far as Velcro, I use a heavy duty 3M type that we use to mount the lap timers on the race bikes.
Race bike tested and Motorcycles Unlimited approved!

my radar det actually came with rechargable batteries and a charger. it also gets charged when you are using it via the ciggy lighter.

You can mount it under your upeer triple, I had to do that on the Duc.
You can also use a stem mount, or mount it to your upper triple or steering damper.
I've done that quite a bit.
