Looks like it was after a race, during cool-down.

Some of you may remember the tragedy at Laguna Seca years ago that ended a certain rider's career, paralyzing him from the waist down. Almost the same situation as the link posted here...

...it actually looks he was waving at the camera from the track while others are still on it behind him. That is just dumb.

It looks like he won the race and was starting to do the celebratory burn out. Notice the smoke coming from his rear wheel. If it had been during the race the cornerworker who can be seen waving a yellow flag after the accident would already have been waving it. It was stupid of him but remember he cannot see behind and it is always the repsonsibilty of of the overtaking rider to pass safely. The following rider is more at fault than the stopped rider.

When you are on the track, always remeber it is not a race and assume that the rider in front will do something unpredictable.
