ONLY the REGISTERED owner of the vehicle can file for a lost title. this mean the person who name was TYPED on the last title, not just signed.

if you/they are that person, its easy. i did it once at the registration office off of 610 and 290. i spent more time waiting in line than getting the new title. the duplicate will be a brown title, not a normal blue one. it can still be used to sell a vehicle, it just means there could be a blue one "mysteriously" floating around somewhere.

best bet if you are not sure of the title status is meet the seller, see the vehicle and agree on a price. do not exchange any papers or money yet. both of you meet at the registration office and do the paperwork AT the counter. if there is any question as to the status of the title transfer or any problems, you know right then and there, BEFORE you give any money.

that is really the best way to do it, there at the title office. if the seller gets paranoid about it, walk away from the deal. they should have no problem going to the reg. office to make the exchange if everything is legit.

I am fighting the same crud trying to get a title for mine,

I have found some frames from parted out bikes for sale with clean titles for around 200 thinking that going that route might be less hassle.
