Stop Light Filtering

I've seen several motorcycle cops over the last couple of weeks filtering at stop lights. Has something recently changed on the law books regarding filtering/lane sharing in Texas?

they filter through and check seatbelts and reg/inspection at the same time. not sure if it's legal, but that's not going to stop them anyway.

...and have you seen the scooter patrol guys? they are on scooters! i'm not certain whether they are actually cops or not.
