Car and truck thieves beware: The next time you decide to take a vehicle that’s not yours, the cops may be watching you – up close and personal.

Case in point: A man HPD’s Auto Theft Division calls “Mr. Happy.”

After Mr. Happy was caught on tape stealing a car, he could hardly contain himself. But the car was owned by HPD, and the keys were left in the ignition for a reason.

It was a bait car, and he had laughed all the way into a trap.

Cops can actually control bait cars from a laptop.

When the thief jumps in and drives off, the car gives off a signal to police. They are able to remotely kill the engine and lock the suspect in the car until they get there.

“We have a lot of fun. It’s the best job in the police department,” Sgt. Joe Smith said. “In every case that we’ve had so far, we have a 100 percent conviction rate.”

Cases like that of a guy they call “Mr. Sleepy.” When the law pulled up to the car he stole, they found him asleep at the wheel.

In an effort to cut down on the number of stolen cars taken every day in Houston, HPD’s Auto Theft Division – with the help of grant money from the Police Foundation – is fighting back.

This year alone they’ve arrested 30 people because, just like Mr. Happy and Mr. Sleepy, suspects have taken the bait.

That's pretty cool... if they tried it in California the thieves would jump into those cars and complain of heat stroke. Sad thing is they would be the ones getting off w/ millions...

Is that considered entrapment? I don't know the exact laws on it, but I thought that is what it is considered. I am 100% for this, but am I wrong on the term? or law?

But is that accurate. I'm not saying it is right that the guy has an out. They are saying they have a 100% conviction rate. I am just suprised that hasn't come up as a loop hole to get out. I think what the cops are doing is great.

I don't see how it could be entrapment. It's not like they walk up to the crook and 'psst, check it out.. that car has the keys in it. *wink*'

that's my assumption anyway.

they must have some hardcore windows on those cars!!!

if i were a theif and i stole a car, and it suddenly died on me, AND the doors locked themselves, i would think:

a) its a trap from the cops or
b) car is possesed like the stephen king movie

either way adrenaline would be at 150% at focused on breaking out a window or windsheild.

i think they should set up bait bikes and when the rider tries to get away, an undercover car just pulls out in front of him. it'd get rid of all the bike thieves... at least the ones that would try to ride away

Would be nice if they could control the governor by laptop. Make it bog down slowly and just die when the cops get closer. Wouldn't want it to just shut off if they tried to run. Don't they have like an EMP thing that will kill a car? I'm sure most bike theives would throw it in the back of their truck instead of ride it off. I'm sure if we have invisible tanks, we have something that can shut down the vehicle it is riding in the bed of.

i dont know why ch 11 is doing a story on these again. They've had them since 2003. Most were toyota camry's.

I prefer seeing the blue dodge on the side of the road with a bed full of 24 inch wheels and the drivers side door open. People still fall for it.

just do a bike with lo-jack... lol and when the theives make it home the police can knock on the door and say... You Are Under Arrest

Not really entrapment, but it can be argued as such.

Entrapment is the idea that law enforcement puts into your head the idea for a crime that you were not previously inclined to commit, and then arrests and prosecutes you for it. Like Arturo said, if the cops told you about a car they knew of that would have the keys in it and maybe where it was located then that could be entrapment.

Some lawyers have argued that it is entrapment, but bait cars have withstood the tests so far.
