If you notice in the pic, just beyond the Benelli, there's another pad there for (I assume) another bike. It could be beause it's an asphalt parking lot, and on hot days certain asphalts get way too soft, the kickstands dig in, sink in, then the bike falls over. The pad prevents that from happening. this is not an uncommon thing to do.
