It's called an "inspection plate". Houston Motorsports has them, Honda of Houston has them, Cycle Gear has them, etc. I got my black one from Houston Motorsports. It was like $7.

it's right under the plate, it kind of hard to see since it was in the shade.

Yes, I did it myself. Was limited to what I wanted to do by the battery that lays against the back part of the cowling.

No, it just says visible from the rear. Go to the DPS site, look under motorcycle laws. You will see no such description as plate angle.

Oops...I went 10 months without out having it on my bike. Got pulled over twice and no mention of it. Passed plenty po-pos and no problems. I guess I was just lucky...I would recommend having it on just in case.
