Does front turn signals need running lights?

Can someone tell me if it is illegal to use front turn signals that don't have running lights? I bought some flush mount signals for my bike that were supposed to be dual filament, but when I opened them they have single filaments bulbs. If it's not illegal, is there any benefit to have running lights over none? Thanks.

Correction, "Do front..." for the title.

not necessary, but nice to have to increase the visibilty to others on the road. get in touch with Motorcycles Unlimited and they can re-wire your lights so that they will be "running/turn signal" lights.
