Need a Vin# ran.....

Got a bike i'm looking at right now, but wanted to run a vin check to make sure everything's good to go.....

Thats the # that he gave me. Does it matter what state he got the title from. B/C he bought the bike when he lived in cali. I don't know if that matters or not. And what do yall use to check the vin #'s?
