Yes, there are a few roads that do have a posted minimum speed. The vast majority do not.
no, I understand what you are saying, BUT 99% of ppl (with the exception of Asian drivers) go the post speed LIMIT or higher. so when you get ppl out there on bikes going 15mph they are putting everyone in danger!!! it's a OPINION, you know what that means?

Is it the 15mph bicyclists, or the dumbasses exceeding the speed limit?

I see you have some opinions of asian drivers and asian beauty contestants from Texas

Homework:

Define the term 'limit'.

Use it in a sentence.

Answer the following: What is a speed limit?

Bicycle should have wider shoulders to ride on and bike paths. Sidewalks are not the place for bicycles; it's a place for walking/jogging/running. Since the roads are not perfect and most of the shoulders are collection places for gravel, glass, and other debris bicycles will continue to ride as is. It's my right to ride my bike where legal, it's a vehicle driver's responsibility to pass safely.

While we are at it, let's outlaw ridiculously huge trucks and SUVs for people without a legitimate need for them. "Cause that's how I roll." is not a legitimate need.

Have some consideration, relax, slow down a bit, or maybe even get out a ride a bike yourself instead of driving everywhere.

Me, I'll be riding my bicycle on the frontage roads, HWY 3, 646, 517, 518, and anyplace else I can legally ride it. The only thing keeping me from commuting by bicycle to work in Galveston is the unfinished causeway.

Bike paths aren't always a good answer. In places where bicycles are more common, bike paths work well; in places that are less bike-friendly the path becomes another place to park cars, unload trucks, etc. Not to mention that the roadway edge next to the curb is where all of the street litter, broken glass, gravel, sewer grates and winos are. As has already been mentioned, it is illegal to ride a bicycle on the sidewalk so that's not a solution either. Believe me, cyclists want to be away from cars as much as drivers want them gone, if not more so since the cyclists are facing a greater risk.

One other thing mentioned was that bicycles ought to be registered and plated like other vehicles; this ignores the fact that almost every cyclist you see owns one or more motor vehicles and already pays their fair share of fuel and registration taxes for road use. Also, local property taxes are used in many areas to build and maintain the roads; cyclists pay those taxes too. In fact, many pay higher than average property taxes - anybody that can afford to spend $5,000 or more on a freakin' bicycle probably has a nice house too.

As you might have guessed, I ride bicycles. I used to ride a lot more than now; I sold my road bike and only have my mountain bike now, so I don't put in the miles I used to. I guess I got tired of having beer cans and other thrown at me, and being on a wide shoulder and totally out of the way and having cars and trucks cross onto the shoulder to buzz me with a few inches to spare. F*** that.

The people that you see blow through intersections, ride two and three across on a narrow road, block traffic unnecessarily, and just basically be a pain in the when they don't have to be, are the cycling equivalent of squids. They give the rest a bad name, but there just ain't much the others can do about them.

I like the Zed better though - headwinds and hills aren't a problem!
