carb problm with old bike

got a hold of another cbr f2 and this one for some reason doesn't want t ostart at all even with choke on. it turns over and turns over but doesn't start. it needs fuel because when i spray a touch of starter fluid it hits. thing is when i take off the airbox and have the carbs sitting there if i put my palm over one carb it starts to fire. but won't stay running unless i alternate putting my palm over the carbs. what's the problem. I know it's not getting fuel but what is it??? the petcock is vaccum operated from the first cylinder by the way.

lots of carb cleaner.. sounds like some cloggage somewhere. if you can empty your gas tank and add some cleaner to it, then turn it over and do what you have to to get it to suck that stuff in there, that would be the short cut.
or
take it all apart and clean it right.

you need to completely disassemble the carbs. Soak the bodies and then blow out all of the passages. Do the same for the jets.
