I haven't looked at the numbers in a while, but I'd bet that the Constables generate a higher portion of their revenue from tickets than HPD does. Writing tickets helps offset the cost of operation, which would help prevent downsizing due to budget issues. My statement probably isn't quite the complete and utter hogwash you think it is.

I'm not disputing that, but what are the funds for? More constables to write cell phone tickets or do they share with HPD?

To help keep current staffing levels as they are, and HPD traffic cops would write their own tickets. No need to share. Now...does the money go directly into the law enforcement staffing budget? No. It goes back into the general fund, which allows the municipalities to spend that money elsewhere and prevents cuts to law enforcement budgets so they can spend money elsewhere. That circular wording was intentional, BTW. If you don't like where they spend the money, that's between you and your councilman/woman. I don't live in Harris County or Houston, so I have no say in where the money goes, and that's why I try not to give them a reason to take mine.

For the record, this is a different discussion from the one about cell phone use. This is solely about why officers would want to write more tickets.

Actually, I was trying to get you to see how citation funds are used to keep a municipality from taking money away from law enforcement. In reality, it's just that....one big circle.

The general fund is an absolutely evil thing, and yes...it is the proverbial cookie jar. While individual departments have their own budgets, those budget are paid out of the general fund. The catch is, the money stays in the general fund until it's paid out. That means the municipality can reallocate already budgeted funds at will.

That's exactly how I was thinking it was. With that in mind; more officers they get out there on the streets writing tickets for stuff like cell phone use, speeding, improper lane change(no accident involved) ect. the more money goes into the cookie jar.

If you start doing non sense like sending more cops out to have a presence in troubled areas, money starts coming OUT of the cookie jar. We can't have that right?

Need more early 20's low wage guys on the force to pop these scumbags using their cell phones!

For officers to write fewer citations, there has to be a lower threat of budget cuts. The only way for you to do that is to stay up on how funds are spent and contact your council person if you aren't happy with their choices. Basically, keeping up with fund allocation and speaking out against wasted funds could decrease the number of tickets officers write.

The things municipalities throw money at are astounding. Not sure if it's still going on, but just in the past few years, Houston was paying developers $3000 per unit just to build residential structures downtown. Developers wanted to build commercial because they could make a lot more money. The city had to bribe them to change their minds.

This idea was ridiculous. There is only one grocery store downtown (The Phoenician) and it's over by the House of Blues. There's also a Randall's in midtown. Now, one of the draws to downtown living is that everything is supposed to be walking or biking distance close. The location of the grocery stores makes it practically impossible to live downtown without owning a car. You can park at Randall's, but good luck not paying for parking around the Phoenician. Kinda defeats the purpose.

It is illegal to ride on sidewalks. If you want to ride a bicycle you must use the same roads as any other vehicle. Minus interstates and freeways. Bicycles are only allowed on access and feeder roads.
