I would follow till I got some attention from a cop. The driver will say he doesnt have a license and doesnt speak English. He will deny everything and most likely get away if he isnt directly tied to the scene but an eye witness. Even then I bet he walks. Its in the illegal handbook to run from a scene

Yea once I got a clear shot of the license plate I would have went back to the scene. No need to follow the dumbass, police will find him with the plate.
