Even if the rider put his in the poor mom after the crash, someone else has to be worse than the cyclist.

I saw the interview with the mom and she said the kid was riding around on the street in a power wheel because they needed a smooth surface to play on while they were planning a birthday party for his sister inside the house. So they were not watching them. But that doesn't excuse the drunk rider. It seems to me that there is a sharing of blame here.

Doesn't matter. If you are drunk, everything that happened is your fault, automatically, period. If I still had 4 year olds, they would never have been near the street. Maybe if double dumb had not been faced he would have noticed the kid way before he even started playing in the street.
