Uh oh...I hope I never get pulled over and the cop makes me get off the bike and hold on to it with the kickstand up....I'm too small dangit! My bike will knock me over!

I think that what he mean't is that he is so short that he cannot straddle it for to long as he would either need a curb to prop his short leg against or get off of his bike and hold it because he already stand on his toes at stop signs and the red lights and there is no way that he could stand on his toes for the entire 15min that it would take the cop to write him a ticket run his plates ect...

Pretty sure it refers to the reflectors on the rear, like the little ones on the plates.
