Throttle sticking?

The throttle sticks down or takes along time to return to the normal postion. I'm assuming it's because it's bent since the bike has gone down at that side.

Is this all I need, or do I need to find that white plastic piece that goes over the handle and stuff as well? http://cgi.ebay.com/ebaymotors/ws/eB...spagename=WDVW
