A brake test does need to be performed. However, it can be observed if you are not comfortable letting them ride your bike. Whenever I inspected bikes, I always showed the rider my M license and asked permission to ride their bike. Unless it was a Harley... I don't even waste my time asking to ride. I already know the answer.

Yep, any state inspection place can do it. On a bike, an inspector is not required to ride your bike, but if they question the function of your brakes, they can ask you to perform a brake test.

It is cheap and easy. Theoretically make sure all your lites, brakes, and at least one mirror works.

They probably won't check though.

Correct, but it's either all or none. Don't go in there with only the fronts and not the back or vice versa.

They still couldn't fail you. There isn't a spot for turn signals on the Pass/Fail screen

If you have blinkers, they must work, but you don't have to have blinkers

If there is a light on the bike it must work.

So what happens if you go in there with a blinker out? How would they fail you?

They wouldn't give you the document nor send a copy to the state, the shows your vehicle passed inspection. Without that information you cannot get your registration renewed, that's how.
