im no pro, but it could be because youre pulling on your handle bars and you dont know it.

hmm, that would cause the whole bike to wobble some? btw, yes you are pro cus u got rim tape

Yeah, that's what I'm doing. I was thinking it's the tire pressure. How much should I keep it at? I'm thinking I have to much.

I like to run about 28 or 29psi on a cold tire. When the tire heat up psi goes up to about 30/31. I use that pressure for everything i do pretty much.

At the speed you're going regular tire preasure is fine... but maybe letting 5psi out at a time will make it smoother. Just do whatever you're comfortable with.. later when you learn to ride wheelie that shacky bike and wooble wheelie will something you'll learn to ride past.
