Get some windproof gear. A cheap rainsuit (one that fits in a small bag) from the camping section of Walmart will make a big difference. Get it big enough to wear over all your gear. If you want to spend more money, get a pair of rain pants from Cycle Gear, or even a set of their Bilt rainproof coveralls. Much better to spend your money on that than thermal base layers.

Yupp thermal base layers don't do for keeping you dry but they do keep me pretty warm and I'm working on the rain gear now going to buy the good stuff overpants and a over the gear rain jacket my boots are wp so no big deal on that it's a bih riding a sportbike in this kind of weather
