Question storage advice needed

I'm looking at getting a project bike soon, but I have a small problem. I'll be living in a dorm again next semester and I'd have no place to work on it where electricity would be supplied for tools/lights etc.

For those of you who have limited space (live in apartments/high rise/dorm) and work on bikes, whats the best spot to look? I thought about a storage unit, but those have no electricity. What kind of options are there?

what i would want to be able to do:
-work on it on the weekends
-lock it up when im not there
-have electricity
-24 hr access

common sense bro, a friend's garage. preferably one with an open/close keypad so u can get to it 24/7 i'm holdin two of my friends bikes in my garage as we speak. i'd rather park my car outside if it means keepin their bike from bein picked up by idiots
