Here's some interesting discourse in regards to 'right' vs 'privelege'. In which I'm corrected in regards to the 'state' of 'driving'.

One however, should note the passage..
"Under this Constitutional guarantee one may, therefore, under normal conditions, travel at his inclination along the public highways or in public places, and while conducting himself in an orderly and decent manner, neither interfering with nor disturbing another's Rights, he will be protected, not only in his person, but in his safe conduct."

Lets further hi-lite the applicable part in context of this thread... 'while conducting himself in an orderly and decent manner'.

The complete discourse and decision, is tagged or falls within the.. 14th amendment, tied essentially to the right to 'life, liberty and the pursuit...'

While reading the site info, implies/supports the 'right' vs 'priveldge' the court case appears more to relate to process in regards to how the state handled/wanted to handle some of the process and does not provide insite into the baser/direct question in regards to 'right' vs 'privelge' (and which in itself may to a degree be more important in regards to personal vs court/legal definitions of the two words).
