Do your homework and get referrals......what you're after is called screen printing or silk screening.

Most places charge a setup fee per screen, they need a screen for each color that will appear on each side of the shirt, this can add up FAST!

And simply put the more shirts you buy the cheaper they become each. And do yourself a favor and buy the good shirts, don't cheap out and get the super cheapo shirts. I've had shirts made many many times and it only took buying the cheap shirts one time before I realized what a mistake it was.

There is a place up on 1488 that does a pretty good job and aren't terribly expensive. But they can be slow getting stuff done sometimes. American Muscle Graffix is what its called.

If you want the ink to hold up virtually forever ask about using "athletic" ink....it's thicker and heavier and holds up longer but they can't always use it depending on the detail in your design.

i think your design is way to big for a transfer/ iron on, it would be cheaper
to do silkscreen the bad part is you have alot of setup cost, if its true what you say, that they will do that large print transfer with tshirt for 20 bucks each i say take that deal, in fact i dont really see how that guy is making any money for a design that large, i say go for it.
