I agree that there is definitely a shortage in County inspectors, and even when they are there....it's usually at the wrong time. On another note, when the paving and utilities are in place, the TCEQ (Texas Commision on Environmental Quality) does a "final inspection and approval". The county then accepts the roads and storm sewers as public utilities and reimburses the developer assuming that the streets and storm sewers are still in tact per design one year later.

Now the lost surface for absorbtion doesn't affect the folx in the neighborhood too much...maybe a tad more for the side w/o the retention pond. The older neighborhoods downstream of the bayou on the other hand.
Yeah, I agree that's a messed up way of detaining the water by compensating on side of a development and then outfalling directly to the channel or bayou with no restrictor on the other side. I'm pretty sure this type of design is now prohibited. Developers have one thing in mind, MONEY. They try their best to utilize every available piece of land for a lot or commercial outparcel. Trust me, I deal with them almost everyday in one way or another.

"It's not an argument...it's a discussion"

just wanted to make sure I was clear where I was coming from... I can say, I'm thankful that I live on one of the highest points in the area though...

...and the water can make for some amusement. :-)
