Read that it was too dangerous to turn around, but the LEO knew the driver and would track him down for a chat later.

I think this vid was a perfect storm scenario. Looks like the truck was tailgating the car, which probably led to the car making the quick turn. I don't think the truck was really expecting the car to turn. Truck couldn't slow down in time, which is why the driver moved over towards the shoulder. Would have likely clipped the car, otherwise.

If the truck hadn't been tailgating, the car might have waited for the bike to pass before turning, but if the truck hadn't been tailgating and the car made the turn anyway, the little gap created by moving over probably wouldn't have been there.
