The flying karate kick and shooting while driving, while strikingly Hollywood-esque, don't specifically violate Texas Department of Public Safety rules for highway chases, the Statesman reports. Shooting is a condoned means of ending a chase in certain casesa tactic experts told the Statesman was "out of step with evolving national standards." The karate kick however was deemed excessive force after a lengthy review, and the offending officer was punished with two days of unpaid leave.

The kick didn't seem like excessive force to me. No, way for the LEO's to know what he was gonna do next.
He could have come out with a gun and all that happened was he got knocked down, which gave to popo a chance to get him cuffed before more ignorance followed.

If anything, the shooting was excessive. All they had on the guy was running a stop sign and fleeing. Not really a threat to public safety at that point.

To be fair, the guy appeared to have given up. While funny as , and probably deserved for running in the first place, it does seem excessive at that point. However, probably well worth the two days unpaid leave.
