Read the law, and understand it.

USC 75.1 (1) A primary producer is any person who actually films, videotapes, photographs, or creates a digitally- or computer-
manipulated image, a digital image, or picture of, or digitizes an image of, a visual depiction of an actual human being engaged in actual sexually explicit conduct.

This law merely speaks to sexual activity (Oral, , Vaginal, anything being inserted), get this here NOT TO NUDITY!

USC 75.7 (a) Any producer of any book, magazine, periodical, film,
videotape, digitally- or computer-manipulated image, digital image, picture, or other matter may cause to be affixed to every copy of the matter a statement attesting that the matter is not covered by the record-keeping requirements of 18 U.S.C. 2257(a)-(c) and of this part if:
(1) The matter contains only visual depictions of actual sexually explicit conduct made before July 3, 1995, or is produced, manufactured, published, duplicated, reproduced, or reissued before July 3, 1995;
(2) The matter contains only visual depictions of simulated
sexually explicit conduct; or,

The law specifically exempts simulated explicit conduct (i.e. a whole series of pictures where the guy never penetrates the female, and there is no "money shot" or ).

Long story short, unless the picture involves hardcore acts of penetration, the recordkeeping is not required.

Now if it's to be the policy of MotoHouston to eliminate NWS tags, that's fine by me.* I don't pay the server rent, but to spread misinformation about the new law, and scare people in the process is not ok by me.* , if you read into other laws on the books... there's even laws that protect nude pictures of children under the guise of Nudism, and of Art value.* Please understand the term sexual act does not imply being nude, or posing procatively.* That is all.
